Apply

The Senior Director of Silicon Technical Program Management is a senior engineering leader responsible for leading a team of Technical Program Managers (TPMs) driving programme execution for complex Arm-based System-on-Chip (SoC) development, from early design through tapeout (release of the final design for manufacturing).

The primary focus of this role is leading a high-performing TPM organization that drives predictable program execution, cross-functional alignment, proactive risk management, and successful delivery of critical silicon development milestones through tapeout.

This is a hands-on people leadership role requiring deep understanding of SoC development, strong technical program management expertise, and the ability to establish operational rigor across a highly matrixed engineering organization. The successful candidate will develop TPM talent, establish scalable program management practices, and ensure clear visibility into program health, dependencies, risks, and execution readiness.

The ability to influence senior engineering leadership, drive accountability, and resolve complex cross-functional challenges is essential.

Responsibilities

  • Lead and develop a team of TPMs, providing coaching, performance management, career development, resource planning, and organizational leadership.
  • Own the effectiveness and execution quality of the pre-silicon TPM organization supporting multiple complex SoC development programs.
  • Establish consistent program management methodologies, governance, tools, and execution standards across the TPM organization.
  • Oversee integrated program plans covering schedules, milestones, critical paths, dependencies, deliverables, risks, and mitigation strategies through tapeout.
  • Build a culture of ownership, transparency, collaboration, and delivery excellence across the TPM organization.
  • Partner with engineering leaders across architecture, RTL design, functional verification, physical design, DFT, and other cross-functional teams to drive alignment and execution.
  • Establish accountability for program deliverables, milestone readiness, issue resolution, and timely escalation of execution risks.
  • Provide senior leadership with actionable visibility into program health, schedule confidence, critical dependencies, and areas requiring intervention.
  • Drive resolution of complex cross-functional challenges, resource constraints, and execution risks impacting program delivery.
  • Lead continuous improvement initiatives to strengthen TPM processes, operational efficiency, and execution predictability.
  • Collaborate with external silicon development partners and vendors to support alignment with program objectives, where applicable.
  • Partner with senior engineering leadership on strategic priorities, resource allocation, execution trade-offs, and organizational improvements.

Required Skills and Experience

  • Senior Technical People Leadership: Extensive experience leading and developing teams of Technical Program Managers within complex semiconductor or engineering organizations, including talent development, performance management, and organizational planning.
  • Pre-Silicon SoC Development Expertise: Deep understanding of the pre-silicon SoC development lifecycle, including architecture, RTL design, functional verification, DFT, physical design, and tapeout, with the ability to effectively engage and influence technical engineering teams.
  • Complex Silicon Program Execution: Demonstrated success overseeing multiple complex, cross-functional SoC development programs, managing critical dependencies, mitigating technical and schedule risks, and driving accountability for program milestones.
  • Strategic Leadership and Executive Influence: Proven ability to influence senior engineering leaders, navigate competing priorities, drive organizational alignment, and communicate complex technical and program challenges to executive stakeholders in a matrixed environment.

Nice-to-Have Skills and Experience

  • Experience establishing scalable technical program management frameworks, governance structures, and standardized execution practices.
  • Experience with high-performance, infrastructure-class, or multi-die SoCs.
  • Experience leading geographically distributed TPM teams supporting multiple concurrent silicon development programs.
  • Demonstrated success driving organizational transformation, process improvement, and operational efficiency within semiconductor engineering environments.
  • Experience coordinating execution across external silicon development partners, vendors, and engineering stakeholders.
  • Familiarity with Jira, Confluence, program management dashboards, and engineering execution tools.
