Arm is building a dedicated Sovereign Business Development organization to accelerate strategic sovereign initiatives globally.
Sovereign programs represent a new category of opportunity for Arm. These initiatives extend beyond traditional commercial engagements and involve governments, industry partners, academia, startups, and national technology stakeholders working together to develop long-term technology ecosystems.
We are seeking an experienced and technically oriented Business Development professional to help identify, shape, structure, and execute sovereign programs globally.
This role combines strategic business development, ecosystem development, technology engagement, and program leadership. The successful candidate will work across Arm's business units, regional sales organizations, engineering teams, ecosystem partners, and government stakeholders to develop scalable sovereign solutions that support national technology ambitions while advancing Arm's long-term business objectives.
This role sits at the intersection of technology, business development, ecosystem strategy, and sovereign program execution.
The position is based in Cambridge, United Kingdom.
What You Could Be Doing
Sovereign Opportunity Development
- Identify, qualify, and develop sovereign business opportunities globally.
- Engage with government agencies, national technology organizations, public-sector institutions, and strategic ecosystem partners.
- Assess market readiness, stakeholder landscapes, and alignment with Arm's strategic objectives.
- Support the development of long-term sovereign business pipelines across priority growth markets.
Program Design and Structuring
- Support the design and development of sovereign technology programs and partnerships.
- Define ecosystem frameworks involving government, industry, academia, startups, and research institutions.
- Develop business cases, value propositions, partnership models, and engagement strategies.
Technical and Ecosystem Engagement
- Translate complex technology concepts into strategic business discussions.
- Work closely with Arm engineering, product management, and solution teams to shape sovereign program architectures.
- Understand technology trends across semiconductors, AI, cloud infrastructure, software ecosystems, and digital sovereignty initiatives.
- Represent Arm in strategic ecosystem discussions and industry forums.
Cross-Functional Leadership
- Coordinate activities across Arm business units, regional sales organizations, FAE teams, legal, finance, and ecosystem partners.
- Drive alignment across multiple stakeholders with diverse priorities.
- Support executive-level engagements, business reviews, and strategic planning activities.
- Influence without authority and operate effectively in a highly matrixed environment.
Program Execution and Governance
- Support the successful execution of sovereign programs through structured governance and stakeholder management.
- Monitor program progress, milestones, risks, and dependencies.
- Help drive accountability and alignment across internal and external stakeholders.
- Contribute to the continuous improvement of Arm's sovereign business operating model.
Required Skills and Experience
- Demonstrated experience in business development, strategic partnerships, ecosystem development, consulting, technology strategy, or related roles.
- Strong understanding of the semiconductor, AI, cloud, software, or broader technology ecosystem.
- Ability to engage effectively with both technical and commercial stakeholders.
- Strong analytical, strategic thinking, and problem-solving capabilities.
- Experience leading complex cross-functional initiatives involving multiple stakeholders.
- Excellent communication, presentation, negotiation, and stakeholder management skills.
- Ability to influence senior stakeholders without direct authority.
- Comfortable working in ambiguous and evolving environments.
- Excellent verbal and written communication skills in English.
- Willingness to travel internationally as required.
Preferred Experience & Skills
- Experience in semiconductor licensing, technology partnerships, digital infrastructure, AI ecosystems, or sovereign technology initiatives.
- Experience working across multiple geographies, cultures, and stakeholder environments.
- Experience operating in highly matrixed multinational organizations.
- Consulting experience from leading strategy, technology, or management consulting firms is a plus.
- In addition to English, fluency in at least one additional language is strongly preferred. Language capabilities aligned with Arm's strategic sovereign growth markets
